Petrolimex Vung Tau Branch: Review of 2025 Performance and Setting Breakthrough Strategies for 2026

On January 7, 2026, at the Conference Hall of the Trade Union Hotel, No. 04 Tran Hung Dao Street, Vung Tau Ward, Ho Chi Minh City, Petrolimex Vung Tau Branch, directly under Petrolimex Saigon One Member Limited Liability Company, solemnly organized the Conference on the Review of 2025 Performance and the 2026 Employees’ Delegates Conference. This was an important event marking a comprehensive transformation of the unit under the new management model and identifying strategic objectives for 2026. The Conference was held with the participation and direction of the Company’s leadership, together with 126 delegates representing the collective of officers, employees, and workers of the Branch.

Attending and directing the Conference on behalf of Petrolimex Saigon were Mr. Vo Van Tan, Secretary of the Party Committee and Chairman of the Company; Mr. Tran Dinh Tuyet, Deputy Director and Chairman of the Trade Union; Mr. La Viet Hung, Deputy Director; Mr. Trinh Quoc Viet, Deputy Director; along with leaders of the Company’s departments/divisions and leaders of Nha Be Petroleum Terminal.

Overview of the Conference

On behalf of Petrolimex Vung Tau Branch, participants included Mr. Quan Ngoc San, Secretary of the Branch Party Committee, Deputy Director of Petrolimex Saigon, and Director of the Branch; Mr. Tran Dinh Hao, Deputy Director and Chairman of the Branch Trade Union; together with representatives of the Board of Directors, leaders of departments, heads of retail outlets, and employee representatives from retail outlets under the Branch.

1. 2025 Business Performance Results: Successfully Navigating the Transition Period

The year 2025 was a historic year for the unit, marked by the official transition to the Petrolimex Vung Tau Branch model (under Petrolimex Saigon One Member Limited Liability Company) effective October 1, 2025. Despite facing pressure from global oil price instability and fierce competition from major distributors such as PVOIL and Phuc Lam, the Branch achieved impressive results:

Output & Market Share: Total petroleum output reached 252.000 m³/tons, fulfilling 100% of the plan. Notably, the direct retail channel achieved 129.000 m³ (104% of the plan), affirming the leading position with a 32% market share in the region.

Financial Indicators: Revenue reached VND 3.689 billion, exceeding the plan by 15%. Contributions to the State budget reached VND 359 billion, making a positive contribution to the local economy.

Other Goods & Lubricants Segment: This was a bright spot in revenue diversification efforts. The Branch actively promoted the exploitation of the Petrolimex ecosystem, delivering positive results with 109% of the plan completed.

Employee Welfare: Average income reached VND 23,8 million per person per month (an increase of 10% compared to 2024), demonstrating that business efficiency always goes hand in hand with responsibility for employee care.

2. 2026 Employees’ Conference: Direct Dialogue to Enhance Productivity

The Employees’ Conference was not only a venue for reporting figures but also a forum for listening to grassroots concerns.

At the Conference, Mr. Tran Dinh Hao, Deputy Director and Chairman of the Branch Trade Union, reported on Trade Union activities. The Conference recorded many sincere opinions from grassroots units aimed at improving the working environment. The Branch leadership directly engaged in dialogue and provided practical solutions to employees’ recommendations:

Improving Working Conditions: Regarding feedback that female safety helmets cause difficulty in observation during fuel sales, the Branch committed to working with suppliers to adjust the design to be more suitable.

Optimizing Labor Utilization: In response to work pressure at special retail outlets such as CHXD 106 (operating 24/7), the Branch leadership directed a review and scientific rearrangement of work shifts so that employees have time to restore their labor capacity, while simultaneously focusing on improving productivity to increase income.

The collective of officers, employees, and workers of the Company showed a high level of consensus and agreement with the established regulations.

3. Orientation for Key Tasks in 2026: Readiness for Energy Transition

In his directive remarks, Mr. Quan Ngoc San, Secretary of the Branch Party Committee, Deputy Director of Petrolimex Saigon, and Director of Petrolimex Vung Tau Branch, emphasized that the Branch must prepare a firm mindset for the energy transition roadmap and competitive pressure from private distributors.

The orientation for tasks in 2026 focuses on the following key areas:

Adapting to Green Energy: Focusing on preparing technical infrastructure at K2 Terminal to meet the roadmap for transitioning the entire market to E10 biofuel from June 1, 2026. This is a top political and economic task of paramount importance.

Retail Network Development: Persisting with the goal of investing in and developing two new petrol stations, while continuing to renovate and upgrade brand identity at existing stations to enhance competitiveness.

Comprehensive Digital Transformation: Closely adhering to the Group’s digital transformation plan, thoroughly applying information technology in goods management and electronic invoicing, aiming for absolute transparency and professionalism in transactions with customers.

Ensuring Comprehensive Safety: Prioritizing safety in fire prevention and fighting, environmental protection, and cash security. At the same time, implementing solutions toward the goal of carbon neutrality (Net Zero) in line with Petrolimex’s sustainable development orientation.

Enhancing Service Quality: Continuing to innovate service styles at retail outlets, placing customers at the center to maintain and expand market share in the context where dealers are allowed to purchase from multiple sources under new regulations.
