
Vung Tau, December 28–29, 2025 – Amid the urgent atmosphere of striving to complete year-end business targets, Petrolimex Vung Tau Branch, under Petrolimex Saigon One-Member Limited Liability Company, proactively organized a Bidding Operations Training Course for more than 30 key officers and employees. The training was held at the Branch Office, No. 12 Hoang Hoa Tham Street, Vung Tau Ward, Ho Chi Minh City.
The production and business activities of petroleum products are of a specialized nature, directly involving investment and construction, procurement of specialized materials and equipment, technical services, transportation, and ensuring safety and environmental protection. In the context of an increasingly comprehensive bidding legal framework, along with higher requirements for transparency, publicity, and the effective use of state capital, equipping management and professional staff with in-depth knowledge of bidding is essential.

Speaking at the training course, Deputy Director Tran Dinh Hao emphasized: “Mastering bidding operations is not only a matter of legal compliance, but also an important tool to optimize costs, ensure transparency and openness, and enhance the reputation of Petrolimex Vung Tau in the market.”


With the aim of enhancing professional capacity, ensuring that contractor selection is conducted in compliance with legal regulations, and meeting the requirements of investment and procurement management in the petroleum sector—especially as the bidding legal system is undergoing numerous changes—the course also focused on standardizing bidding procedures in accordance with the latest regulations issued by Vietnam National Petroleum Group and Petrolimex Saigon One-Member Limited Liability Company. Despite being in the busiest period of the year 2025, the Board of Directors of Petrolimex Vung Tau Branch prioritized allocating resources to organize this bidding operations training course for key personnel across the entire unit. Conducting the training at this time not only helped officers and employees consolidate their knowledge, but also served as thorough preparation for procurement, investment, and the implementation of key projects from the very beginning of 2026.

Practical and Application-Oriented Training Content
Participants in the training course included leaders of professional departments and divisions, as well as officers in charge of investment and construction, engineering, finance and accounting, safety and environment, and administrative affairs. The course content focused on key topics closely associated with the practical operations of petroleum enterprises, including:
Updates on the current Law on Bidding: In-depth analysis of new points and their alignment with Petrolimex’s and the Company’s internal regulations.
Contractor selection procedures: Applicable to both regular procurement packages (tools and instruments, goods, materials and equipment, technical services, outsourced services) and investment packages (asset acquisition, basic construction, petroleum facilities and works, etc.).
Handling practical situations: In addition to knowledge dissemination, the course allocated time for discussion and exchange of real-life situations arising during bidding activities at petroleum depots, petroleum retail stations, and investment and construction projects, helping trainees enhance their ability to apply legal regulations in practice.
Preparation and appraisal of bidding documents and request for proposal dossiers;
Evaluation of bid documents, negotiation, and contract signing;
Risk control: Identifying common errors in bid evaluation and implementing inspection and supervision procedures.

The organization of this bidding operations training course continues to affirm the enterprise leadership’s strong commitment to training and developing human resources, aiming to build a professional, transparent, and efficient bidding system, thereby contributing to the successful fulfillment of production and business tasks and the sustainable development of the petroleum enterprise in the coming period.
Through the training course, the Branch’s key personnel have strengthened and updated their knowledge, contributing to improved bidding quality, ensuring legal compliance, effective use of state capital and assets, and meeting the requirements of governance and management in the petroleum sector.
At the conclusion of the course, more than 30 trainees from various professional departments successfully completed the evaluation test with excellent results. The serious learning spirit demonstrated during the final days of the year reflects the determination of Petrolimex Vung Tau Branch’s officers and employees to “Go further” through knowledge and professionalism.
