
On January 21, 2026, at the Conference summarizing emulation and commendation activities for 2025 and setting directions and tasks for 2026 of Emulation Cluster No. 7, Petrolimex Sai Gon continued to receive trust and was elected to serve as the Head of Emulation Cluster No. 7 for 2026.
Mr. Nguyen Sy Cuong – Deputy General Director and Vice Chairman of the Emulation and Commendation Council of Vietnam National Petroleum Group (Petrolimex) attended and delivered directive remarks at the Conference.

Emulation Cluster No. 7 was established in 2025 following the restructuring and streamlining of the organizational apparatus of Vietnam National Petroleum Group, comprising the following units:
Petrolimex Sai Gon – Cluster Head; Petrolimex Vinh Long – Deputy Cluster Head; Petrolimex Tay Ninh; Petrolimex Dong Thap; Petrolimex Can Tho; Petrolimex An Giang; and Petrolimex Ca Mau.

The year 2025 was assessed as a year marked by many major events of the country, Petrolimex, and its member units. The emulation clusters were also reorganized to better suit the new context. Accordingly, the emulation movement in 2025 focused on stabilizing operations, ensuring comprehensive safety, completing production and business plans, improving service quality, technical innovation, and digital transformation.

The emulation criteria were closely linked to production and business activities, such as implementing digital transformation; developing fuel retail stations and franchise merchants; promoting initiatives, innovation, and rationalization of production; ensuring comprehensive safety; and practicing thrift and anti-waste measures, among others.
Through the serious implementation of emulation and commendation work, in 2025, 5 out of 7 units exceeded their planned targets for fuel output, gas business, and development of fuel retail station systems and franchise merchants; 6 out of 7 units exceeded their lubricants business plans; and 7 out of 7 units exceeded their plans for insurance business, revenue, and State budget contributions.
Regarding culture, sports, and arts activities, in 2025 the units within the Cluster organized numerous sports and movement activities in celebration of the Company’s anniversary and the 70th anniversary of Vietnam National Petroleum Group.
With respect to social welfare activities, all units actively participated, considering this a noble social responsibility. The total social welfare expenditure of the entire Cluster reached nearly VND 14 billion.



In 2025, the Party Organizations of Petrolimex Sai Gon, Petrolimex Can Tho, and Petrolimex Vinh Long were classified as “Excellent in Task Fulfillment”; the Trade Unions of Petrolimex Sai Gon and Petrolimex Can Tho were also rated “Excellent in Task Fulfillment”; and the Youth Unions of Petrolimex Sai Gon, Petrolimex Can Tho, Petrolimex Tay Ninh, Petrolimex An Giang, Petrolimex Dong Thap, and Petrolimex Vinh Long were rated “Excellent in Task Fulfillment.”
The companies within the Cluster were honored by the State and the Government with prestigious awards such as the First-, Second-, and Third-Class Labor Orders, Certificates of Merit from the Prime Minister, and commendations from the State Capital Management Committee, among others.
At the Conference, the members of Emulation Cluster No. 7 unanimously agreed to elect Petrolimex Sai Gon to continue holding the role of Cluster Head in 2026.

Based on the content of the 2026 emulation movement launched by Vietnam National Petroleum Group and the recommendations from leaders of member units, Mr. Vo Van Tan – Chairman of Petrolimex Sai Gon and Head of Cluster No. 7 stated that the Cluster would develop closer coordination mechanisms, leverage the strengths of each unit, organize thematic and quarterly emulation movements to promote mutual learning and exchange, encourage the business of biofuels and Euro V standard fuels, thereby exceeding assigned targets, ensuring comprehensive safety, and maintaining the role of a key enterprise in stabilizing the local petroleum market.
In his directive remarks, Mr. Nguyen Sy Cuong – Deputy General Director and Vice Chairman of the Emulation and Commendation Council of Vietnam National Petroleum Group affirmed that the excellent results achieved by Cluster No. 7 in 2025 contributed significantly to Petrolimex’s overall success. In 2026, the units in Cluster No. 7 should link emulation movements with the following focuses: ensuring comprehensive safety in production and business operations; upgrading fuel retail stations and green, clean rest-stop stations; promoting the business of E10 biofuel; emphasizing innovation and digital transformation; and strengthening mutual learning and unity.
Expressing gratitude for the close guidance from the Group’s leadership, Mr. Vo Van Tan – Head of Emulation Cluster No. 7 and Chairman of Petrolimex Sai Gon affirmed that the Cluster would strictly implement the directives and officially launch the emulation movement for 2026.
