Nha Be Petroleum Terminal Holds Mid-Year Business Review for First Half of 2025

On July 8, 2025, Nha Be Petroleum Terminal (TKNB) held its conference to review production and business operations for the first half of the year and to implement key tasks for Q3/2025. The meeting was chaired by Mr. Bui Cong Minh, Director of Nha Be Terminal.

Attending and directing the conference were Mr. Vo Van Tan – Secretary of the Party Committee, Chairman of Petrolimex Saigon; Mr. Pham Anh Tuan – Deputy Secretary of the Party Committee, General Director of Petrolimex Saigon; Mr. Pham Binh Phuong – Deputy General Director, Chairman of the Trade Union of Petrolimex Saigon; along with representatives of departments/centers/offices of Saigon Petroleum Company (Petrolimex Saigon); the Board of Directors of TKNB; department heads; team leaders of production units; and Secretary of the Youth Union at the Terminal.

During the first half of 2025, the Company and Terminal’s fuel business was affected by various external factors such as sharp fluctuations in global oil prices due to tensions in the Middle East; restructuring within state management agencies; credit limits imposed on key traders, resulting in restricted imports; and reduced travel demand due to the rainy season and school breaks. At the same time, the implementation of segregated storage for Group-owned and consigned goods has partially impacted scheduling and utilization of Terminal infrastructure.

Faced with these challenges and opportunities from both domestic and international contexts, under the close, timely, and decisive leadership of the Company’s Management Board, tight coordination from departments/centers of the Company, and especially the united, responsible efforts of over 380 staff members, Nha Be Terminal successfully fulfilled the core objectives and plans assigned by the Group and the Company. Notable results include:

  • Ensuring absolute safety in all business operations
  • Import volume reached 55,7%, and export volume reached 52,94% of the 2025 annual plan
  • Service revenue reached 62,1% of the annual plan
  • Terminal operating costs were lower than planned
  • Actual loss ratios were lower than the targets assigned by the Company
  • Ensured fuel supply and maintained strict quality control
  • Met progress targets for capital construction and major repairs as planned
  • Continued effective application of digital transformation and Terminal modernization projects
  • Ensured employment, income, and staff benefits. By June 2025, 81% of employees participated in organized tours and vacations

Looking ahead to Q3 and the second half of 2025, the national economy is forecasted to continue growing, and fuel demand is expected to rise—providing favorable conditions for petroleum business activities. However, challenges remain, including unpredictable geopolitical developments, armed conflicts, and a slower-than-expected global economic recovery. The Group’s upcoming rollout of E10 RON 95-III biofuel also places pressure on TKNB in terms of scheduling, storage, and import/export activities.

In his directive speech, Mr. Vo Van Tan, Chairman of Petrolimex Saigon, recognized and highly appreciated the efforts, unity, and determination shown by all staff in fulfilling their production and business tasks during the first half of 2025. To maintain the positive momentum and achieve the assigned goals for the remainder of the year, the Chairman directed the Terminal to implement the following key tasks:

1/ Ensure absolute safety in all areas by strengthening inspections, strictly following procedures, regulations, and guidelines in all stages—from goods receiving and delivery, security, to technical operations—especially during national, company, and Terminal anniversaries

2/ Effectively manage financial costs, ensuring that Terminal expenses do not exceed planned budgets, while allocating costs appropriately across all 2025 operations. Begin preparing investment, procurement, and major repair plans for 2026

3/ Strengthen the management of fuel volume and quality, especially focusing on minimizing losses in waterway import stages

4/ Continue to strictly control the legality of invoices/documents for purchases and sales. Fully comply with regulations and procedures related to investment, procurement, and facility construction

5/ Accelerate the implementation of infrastructure, procurement, and repair projects to support general business operations and prepare for the launch of new fuel products (E10, SAF...) from the Group and Company

6/ Continue applying technology solutions, technical innovations, and rationalized business practices to improve labor productivity and reduce labor costs

7/ Coordinate with the Company to evaluate current staff utilization, enabling more effective allocation and assignment

8/ Ensure income and improve both material and spiritual well-being for workers. Maintain good social welfare policies, with special attention to employees

9/ Strive for production and business excellence, aiming to fulfill the 2025 targets assigned by the Group and the Company

In response, Mr. Bui Cong Minh, Director of Nha Be Terminal, expressed sincere thanks for the Company leadership’s ongoing support and guidance. He firmly believed that the leadership team and all staff of the Terminal will continue overcoming challenges together and strive to exceed the 2025 goals and mission.
