Nha Be Petroleum Terminal Assesses Port Security in 2025: Proactive – Standardized – Rigorous Share

On the morning of June 20, 2025, Nha Be Petroleum Terminal (TKNB), under Saigon Petroleum Company Ltd. (Petrolimex Saigon/the Company), held its annual Port Security (PS) assessment conference.

This is a routine activity mandated by the International Ship and Port Facility Security (ISPS) Code, aimed at enhancing port security and ensuring safety for all vessels arriving at and departing from Nha Be Terminal. The results of this evaluation form the basis for submission to the Vietnam Inland Waterways and Maritime Administration for review and approval of TKNB’s 2025 Port Facility Security Certificate.

The conference welcomed representatives from: Petrolimex Saigon’s Legal and Inspection Division; Ho Chi Minh City Maritime Administration; cooperating units responsible for TKNB’s port security, including: Phu Xuan Inland Waterway Station – Traffic Police (PC08); Fire and Rescue Team 21 (PC07); Mobile Police Force Unit 12 – Target Protection Division 5 (PK02); Nha Be District Military Command; Nha Be Town Police; Phu My Port Border Post; Sai Gon Port Customs Sub-department Zone III; and TKNB’s Port Security Committee.

At the conference, the Terminal and partner units evaluated the security situation within their respective jurisdictions. The participants proactively reviewed vulnerabilities and potential threats to critical infrastructure at TKNB’s port between June 2024 and June 2025. Discussions focused on assessing TKNB’s security efforts, providing feedback to improve documentation, promptly addressing limitations, and reinforcing the effective coordination between the Terminal and relevant forces—ensuring absolute safety for import/export operations, fuel transportation, storage, and facility protection.

During this evaluation period, TKNB safely handled and received over 5,400 fuel barges and oil tankers (an average of 15 vessels per day); 282,000 trucks collecting fuel and petroleum products (an average of 700 vehicles per day); and 51,000 individuals, including construction workers, visitors, and interns (averaging 140 people per day).

The Terminal proactively upgraded perimeter fencing, lighting systems, and electronic security monitoring systems; carried out maintenance and repairs on jetties; and efficiently coordinated with authorities to ensure security and order on both land and waterways, traffic safety, fire prevention, and oil spill response readiness.

Port security drills were conducted in accordance with the approved Port Facility Security Plan (2024–2029). TKNB also invested in advanced infrastructure and cybersecurity systems to detect and prevent potential data breaches—ensuring secure and uninterrupted operations. Notably, TKNB successfully completed a communication drill with the Vietnam Maritime Search and Rescue Coordination Center.

Training and capacity building were emphasized, with content aligned to the actual requirements of PS operations. Highlights included firefighting drills, natural disaster response, search and rescue, protection and counter-terrorism training, martial arts/self-defense instruction, and training in the operation of 12.7 mm anti-aircraft guns. These sessions were organized by Ho Chi Minh City Police units and the Nha Be District Military Command. TKNB’s security staff also participated in maritime risk assessment training hosted by the Vietnam Maritime Administration, in collaboration with the U.S. Department of Homeland Security, U.S. Coast Guard, and U.S. Customs and Border Protection.

The conference was conducted in a serious, responsible, and constructive atmosphere. Representatives from the HCMC Maritime Administration and other agencies commended TKNB’s efforts in standardizing its port security operations in compliance with the ISPS Code and Vietnam’s maritime security regulations. They also recommended that the Terminal continue enforcing strict controls over the movement of people, vehicles, goods, and materials entering or exiting port/ship areas; maintain regular communication between port and ship security officers; identify and apply new security measures; and proactively prevent and mitigate threats to people, assets, and infrastructure—thus facilitating vessel operations at TKNB.

They also encouraged sustained inter-agency coordination, constant updates to emergency response plans, and strengthening of port defense capacities, especially in light of ongoing regional and global complexities.

Concluding the conference, Deputy Director Nguyen Xuan Quang acknowledged and appreciated the active support from all cooperating agencies. He reaffirmed the Terminal’s commitment to continuously enhancing its port security management, contributing to the protection of the national energy infrastructure.
