Petrolimex Saigon Completes Business Plan for the First Half of 2025

On the morning of July 11, 2025, Saigon Petroleum Company (Petrolimex Saigon) held a mid-year business review conference to summarize the performance of the first six months and set out key tasks for Q3/2025. The meeting was chaired by Company Chairman Vo Van Tan.

Attending the conference were Chairman Vo Van Tan, General Director Pham Anh Tuan, the Board of Directors, Mr. Bui Cong Minh – Director of Nha Be Petroleum Terminal, Mr. Dang Hong Toan – Chairman of the Members' Council of Kien Giang Petroleum Company (PKC), along with heads of departments/centers and managers of retail stations.

The report presented at the meeting showed that despite a global and domestic economic environment affected by ongoing geopolitical conflicts, Petrolimex Saigon made great efforts to fulfill most of its business targets in the first half of 2025. Several sales channels achieved or exceeded assigned goals.

Meeting Multiple Business Targets and Plans

In the analysis report presented at the conference, General Director Pham Anh Tuan emphasized the key achievements in fulfilling the production and business (P&B) tasks during the first six months of the year. Accordingly, amid sharp market fluctuations, the Group enhanced management efforts and adjusted its policies. Combined with flexible decision-making from the Company’s leadership, these efforts contributed to achieving positive business results while ensuring absolute safety in all aspects: Total volume imported through the terminal reached over 3,2 million m³/tons, fulfilling 56% of the plan and increasing by 1,49% compared to the same period last year. Total volume distributed from the terminal reached nearly 3,2 million m³/tons, fulfilling 53% of the plan, equivalent to 103% compared to the same period last year. The Company successfully conducted trial blending of E10 RON 95-III gasoline, laying the groundwork for a smooth market launch of E10 biofuel in August 2025.

In petroleum trading, total direct sales volume reached 53% of the plan, 117% year-over-year. Of this, direct retail sales reached 104% year-over-year. Direct wholesale sales reached a significant 356% year-over-year, thanks to the Company’s focus on customers in thermal power, railway, and construction sectors, supported by the Group’s special policies.

Regarding other goods and service businesses, most key indicators met or exceeded both the planned targets and year-over-year figures. The Company contributed VND 1.039 billion to the state budget.

In evaluating recent P&B results, Chairman Vo Van Tan emphasized the Group’s support, which enabled the Company to increase output, maintain stable operations, ensure supply availability, and protect system safety, all of which contributed to affirming the Company’s role as a leading player in Ho Chi Minh City and the southern region. Additionally, the completed merger of the Saigon Petroleum Branch into the Company and the opening of Retail Station No. 85 helped stabilize operations early and expand market reach.

Ready for the E10 Biofuel Market Launch

Regarding strategic direction for Q3/2025, the General Director required that absolute safety be ensured in all business operations, and that a stable and uninterrupted supply chain be maintained. At the same time, he emphasized the need to focus on customer care to boost sales, to adjust price support policies tailored to each market region, and to strengthen market intelligence to improve business performance. He urged the Company to quickly complete deployment of new retail technology systems, including POS machines and RFID, and to successfully launch E10 RON 95-III gasoline across the entire retail station system, in accordance with the approved schedule.

Finalizing procedures and organizing the sale of E10 gasoline in Ho Chi Minh City from August 1, 2025 is considered one of the Company’s key tasks. It demands serious preparation in terms of infrastructure, technology, specialized storage tanks, as well as close coordination among internal units throughout the industry nationwide.

The shift to biofuel, particularly E10, is not only an essential step toward environmental protection and green economy development, and fulfilling commitments to net-zero emissions, but also a strategic solution for ensuring energy security, reducing dependence on fossil fuels, and promoting green consumption.

The conference also heard presentations and contributions from department/center heads and retail station managers regarding operational solutions to fulfill the Company’s 2025 goals, as part of preparations for the 50th anniversary of the Company’s founding (September 17, 1975 – September 17, 2025).

After listening to the comments and reports at the conference, Chairman Vo Van Tan acknowledged and praised all staff and employees for their efforts in ensuring absolute safety and security in business operations, while also essentially fulfilling the assigned volume targets for the first six months of 2025.

For Q3/2025, the Chairman requested that departments and units stay highly focused and work even harder to achieve the set goals. He particularly emphasized the need to uphold total safety in operations, from the terminal to the retail network. Additionally, he called for accelerating digital transformation initiatives, swiftly finalizing and issuing operational management procedures following the CNSG merger, and organizing a successful celebration of the Company’s 50th anniversary—a meaningful milestone in the journey of Saigon Petroleum Company.
