2025: Petrolimex Sai Gon Expands Its Scale and Sets New Records in Production and Business Performance

On the morning of January 16, 2026, Petrolimex Sai Gon Company held the Conference to Review Party Affairs and Production–Business Performance in 2025, together with the Employees’ Delegates Conference for 2026.

Mr. Pham Van Thanh – Member of the Executive Committee of the Government Party Committee, Secretary of the Party Committee and Chairman of the Board of Directors of Vietnam National Petroleum Group (Petrolimex) delivered directives and outlined many key tasks for 2026.

Mr. Pham Van Thanh – Member of the Executive Committee of the Government Party Committee, Secretary of the Party Committee and Chairman of the Board of Directors of Vietnam National Petroleum Group – highly appreciated the outstanding production and business results of Petrolimex Sai Gon in 2025 and directed many key tasks for 2026 to help the Company maintain its leading position.

The Conference was attended by Mr. Vo Hong Son – Head of the Southern Representative Office of the Ministry of Industry and Trade; Ms. Nguyen Thi Kim Ngoc – Deputy Director of the Ho Chi Minh City Department of Industry and Trade; and representatives of the Southern Office of the Industry and Trade Trade Union, the Economic Security Division of Ho Chi Minh City Police, and the Fire Prevention, Fighting and Rescue Police Department of Ho Chi Minh City.

On the side of Petrolimex Sai Gon, participants included Mr. Vo Van Tan – Secretary of the Party Committee and Chairman of the Company; Mr. Pham Anh Tuấn – Deputy Secretary of the Party Committee and Director of the Company; Mr. Tran Dinh Tuyet – Chairman of the Trade Union and Deputy Director; other Deputy Directors; Directors of Petrolimex Vung Tau Branch and Petrolimex Binh Duong Branch; the Director of Nha Be Petroleum Terminal; leaders of departments/divisions/centers of the Company and branches; Chairpersons of Trade Unions of units; and 154 delegates attending the Conference.

A Pivotal Year with Landmark Events

Mr. Vo Van Tan – Secretary of the Party Committee and Chairman of the Company – expressed sincere gratitude to the Party Committee and leadership of Vietnam National Petroleum Group, as well as the departments and agencies of Ho Chi Minh City, for their close guidance and effective support for the Company’s development.

The year 2025 was a memorable year with many historic milestones for the Company: Celebrating the 50th anniversary of establishment (September 17, 1975 – September 17, 2025) and receiving the First-Class Labor Order; Officially changing its name to Petrolimex Sai Gon One Member Limited Liability Company after merging Petrolimex Vung Tau Branch and Petrolimex Binh Duong Branch; Successfully organizing the Company Party Congress and electing the Party Executive Committee for the 2025–2030 term, among others.

According to the 2025 Party-building review report, under the leadership of the Group Party Committee and the Company Party Committee, and with the unity and efforts of all Party members and employees, the Company’s Party Organization successfully fulfilled its political tasks. Eighteen (18) new Party members were admitted, raising the total number to 533 members, of whom 26% are female. Ideological education was strengthened and yielded practical results.

Mr. Pham Anh Tuan – Deputy Secretary of the Party Committee and Director of the Company – presented development solutions for production and business in 2026 and proposed several practical recommendations to the Group’s leadership to support the Company in fulfilling assigned targets.

Regarding production and business activities, the Company ensured absolute safety, energy security, and stable supply for Ho Chi Minh City and the Southern region, while exceeding all targets assigned by the Group, specifically: Throughput volume reached a record 6.5 million m³/tons, exceeding 108% of the annual plan; Direct sales exceeded 1.18 million m³/tons, reaching 104% of the plan, including 646.000 m³/tons in retail sales; Commenced trading of E10 biofuel from August 1, 2025, and implemented SAF fuel blending across the system. Both branches also exceeded their assigned plans in 2025.

After the merger, the retail network expanded to 138 fuel retail stations, including five newly opened stations in 2025 (Stations No. 85, 86, 114, 119, and 224).

2026: Favorable Conditions for Retail Network and Customer Development

Despite ongoing volatility in the global market, the Company’s leadership identified a bright outlook for 2026, particularly due to the expanded operational area after the merger, creating favorable conditions for developing the fuel retail station network and franchise customers. Along with a stable terminal business policy and tank planning suitable for new fuels, supply assurance will be improved, enabling expansion of the nationwide customer base and increased re-export volumes.

In addition to ensuring absolute safety and completing all 2026 targets, Petrolimex Sai Gon proposed that the Group continue to support: Upgrading sales equipment systems and fully equipping POS machines at fuel retail stations to increase service speed and enhance customer experience; Synchronous deployment of automation systems at fuel retail stations of the two branches; Diversification of petroleum products traded in Ho Chi Minh City to create differentiation.

In his directive remarks, Mr. Pham Van Thanh – Member of the Executive Committee of the Government Party Committee, Secretary of the Party Committee and Chairman of the Board of Directors of Vietnam National Petroleum Group acknowledged the Company’s outstanding business results and emphasized that Petrolimex Sai Gon maintained a leading position in many areas: Completing organizational restructuring and streamlining, and merging two branches in the shortest time; Leading industry output; Achieving a throughput volume of 6.5 million m³/tons, the highest record in the past 50 years, thereby making an important contribution to the Group’s overall success in 2025.

In response to the Company’s proposals, Chairman Pham Van Thanh instructed the Group’s departments to provide maximum and comprehensive support, and outlined key tasks for 2026:

  • Ensuring comprehensive safety, especially fire prevention and fighting safety at Nha Be Petroleum Terminal, K2 Terminal, and all fuel retail stations;
  • Ensuring sufficient supply during peak periods, holidays, and Lunar New Year;
  • Expanding the business of Euro V fuels and biofuels;
  • Expanding the retail system and franchise merchants;
  • Promoting digital transformation and AI applications to enhance customer experience.

Appreciating the Group leadership’s guidance and direction, Mr. Vo Van Tan – Secretary of the Party Committee and Chairman of the Company expressed sincere gratitude to the Party Committee and leadership of Vietnam National Petroleum Group and the departments and agencies of Ho Chi Minh City for their close guidance and effective support. He expressed confidence that:

“The Company will overcome all difficulties and achieve greater goals. We set a growth target of 10%, together with strategic solutions in digital transformation, improving production and business efficiency, and enhancing customer service.”

Comprehensive Care for Employees

Mr. Tran Dinh Tuyet – Chairman of the Trade Union and Deputy Director – chaired the Employees’ Delegates Conference for 2026.

At the Conference, it was acknowledged that average employee income increased; employee policies and benefits were fully ensured; working environments and conditions were continuously improved; spiritual life was enhanced; and employees’ morale remained stable and confident.

After the merger, the Company’s workforce reached more than 2,097 employees. All employees fully receive insurance benefits, professional training, healthcare, and occupational safety protection.

In 2026, the Company will continue to streamline its organizational structure; conduct training in line with Group orientation, focusing on management and digital transformation; promote emulation and commendation activities; ensure policies, welfare, and labor protection equipment; and fully implement insurance and social responsibility programs as regulated.

Ms. Nguyen Thi Van Anh – Deputy Head of the Safety, Environment and Technology Department – presented the draft Resolution of the 2026 Employees’ Delegates Conference.

All delegates unanimously approved the Resolution of the 2026 Employees’ Delegates Conference.

At the Conference, outstanding collectives and individuals, as well as emulation fighters recognized by the Government, the State Capital Management Committee, and the Ho Chi Minh City People’s Committee, were solemnly honored.
